I have uninstalled and reinstalled the game, I have repaired the game files, done sfc /scannow, and nothing has helped make the game work. I keep getting 0xc00000b error, the game cannot launch. Any ideas or suggestions on how to fix?

The first time I had this error it was resolved after I restarted my PC, but then it happened again only 3 days later. Restart worked, verify files did not. It would always say the files did not need to be repaired.
This is what I was able to dig up on a reddit thread when I googled that error. I also saw that a lot of people thanked the poster, so it might be worth a shot.
So it looks like it's a driver issue, system wide. Could be only a .dll mismatch, but it can also include a checksum error.
Might be easier just to reinstall your system and update all the drivers then (and lastly install the game), if you don't wanna bother trying with the tool and process mentioned in the comment (honestly, I wouldn't go with whatever 3rd party tool was mentioned there just to be safe, and it's also a good practice anyways to install a fresh OS from time to time).
You mentioned only a restart helps, which indicates a driver issue as well. Freshly booted system (including drivers) help you go around it. But it eventually starts happening again.
So I'd start from there. Maybe just first try updating all of your drivers, and if that doesn't help go full fresh OS.
