I beg you to add a smuggler's version of a raid on a reaper fortress, or at the least, make it so you can access it as a raid for other companies because I do NOT want to level up 20 times in Athena's Fortune to level 40. And I can't find a emergent one in high seas or safer seas, it must be a Extremely rare event.

@burnbacon Yes, I literally did a skeleton camp and a sea fort earlier and that was JUST enough to get to level 20, by 1% percent.

Its really not.
If Safer Seas leave outpost till World Event spawns - if not Reaper Fortress. Leave server. Rinse and repeat.High Seas - lots of folk will be diving to it so they will pop regular. Stay on one server - do World Events to push rotation along, or server hop.
In safer seas join a server and see if there is already another world event. If so, dive to gold hoarder dig two x voyage, do it and dive again. If you join a server with no world event, wait 5-10 minutes and if you hear a Horn sound that's the reaper fortress. I'm already at 12/20 with this method.
