No, you shouldn't get free rep for waiting in a dead queue.

I came back to this game recently (after EAC) and most of my HG time has been spent passively while doing other things.

Knowing that diving has issues, and knowing that queues are slow, I'm not going to waste my own time by trying to dive. If I get a fight, great. If not, whatever.

When I was annoyed with HG months ago (partly due to long queues, also due to cheaters), I stopped playing. Not just HG, I stopped playing SoT. I put my free time elsewhere, and I was happy doing so.

The "penalty" for waiting in a dead queue is a self-imposed penalty. No one is forcing you to play HG. No one is forcing you to play SoT.

If HG is the only thing you're interested in, and you know it is borked atm, have more respect for your time and spend it elsewhere.

Do what I did and keep an eye on the forums. If and when Rare fixes the game-breaking bugs, if and when there seems to be a regained interest in HG (and support/development from Rare), then give diving another shot.

New way to loss farm “win”, simply VPN to a dead time zone and just farm your “wins” that way…

No thanks, just use a VPN to a more active region or change the time of day you queue.

You're right, that's not fair. You shouldn't be doing that to yourself. Have more respect for your time, brother.

Arena saw a small bump in activity after Rare announced its closure. But for months before that, there were times when I spent 30+ min in the tavern, waiting for a fight. All crews were closed and full, and the matches would just not start.

But I did that to myself, and I acknowledged it. I came in here asking Rare to fix the matchmaking issues & made suggestions on how to make the mode more appealing, but I didn't come in here asking for free rep/wins just for waiting around.

We've seen plenty of suggestions on how to improve HG & make it more appealing to the general playerbase, and Rare hasn't budged at all. It was a little upsetting to see nothing HG-related in the 2024 preview. So I wouldn't hold my breath on any improvements this year.

Find something else that is a better use of your time. Play another game. Keep an eye on SoT forums and social media, and if you see that Rare is finally putting time into improving the mode, then give it another shot.
