So, two theories (or hypothesises, for the pedantic)

The problem with Sea of Thieves if lack of progression ... And not in terms of levels or cosmetics. Every game ever made is all rather pointless ... Yet the gripping part isn't buying new gear, or learning new spells ... it's moving forwards, discovering new places, new enemies, new adventures. Sea of Thieves is the same at level 1 as it as level 30, and there's little more to be gained except more money, more skeletons, and more reasons to run away. We need difference!

Sea of Thieves needs life. Everybody I've played with has the same analysis ... it's great mechanics, with a feeling of emptiness. That gap doesn't need to be filled with real players, but it does need to be filled with something ... Pirate towns should feel like towns, forts should feel like forts ... they shouldn't feel like a city built for a game that hasn't yet been populated.
In short, the game doesn't need stuff to do. It needs filling, and it needs difference. It needs to feel vibrant, and it needs to reward moving forward with something new, not a more complex, hardened version of the thing that came before it.
Also, in the spirit of pirating, I am drunk.
