Why can you only buy one level up?

It’s a balancing issue. At this point in the game, doubloons aren’t nearly as hard to come by as they used to be. While not easy, someone could amass a relatively large stockpile of them is a short period of time. Rare wants the journey to PL to be an experience that you remember for as long as you play. Being able to buy your way to full PL wouldn’t fit their view. I’m no expert on Rare’s vision of the game, of course, so I might be completely wrong. However, I stand behind the idea that PL should be a journey, not just something that can be done in a few days. Unless you’re the mad lads that did it in 24 hours. That is some dedication.

It was. For a short time you could buy as many levels as you could afford, but doubloons were limited by the events you could complete. Once they added the ability to earn doubloons by completing things over and over they had to limit the number of levels. People were skipping through way too fast.
