The thing I continue to not get, is what "content" is supposed to be in this game. There's certainly more layers of "stuff" to do that they could add in - fishing, card games, etc. - or more mechanics they could layer in (and they probably will over time). However, these things do not fundamentally alter what game Rare was trying to make: a social pirate game, with simple quests that serve as a simple scaffolding to get people to engage with the actual mechanics - namely, the naval and land combat.
And no - what you see is not what you get, because we already know there's still stuff being held back for release day and beyond. Personally, just having stuff finally actually matter will be game changing for me... no more grinding entry level gold hoarders quests for a limited selection of stuff, only to have progress reset week after week, so you can do the same entry level quests over again. I actually think running so many betas/scale tests with the same limited set of content was a mistake; people get into a rut and go "is this it?", because the reality is that people see "beta tests" as pre-release demos these days.
