No maps appearing

I don’t no if it’s a bug but when I am single player and after I’ve placed a map and voted, it says I have a new map, I click RB and there are now maps in the wheel. I’ve gone back and fourth getting new maps and every time I’ve voted etc there are no maps. I’ve restarted the game again and again and the same thing. I don’t no what to do as I don’t want to go off sailing as I have no idea we’re I am going or what I am looking for lol. If you could help me that would be greatful. Thanks
