Devious Dinghy commendation

I have completed the Remarkable Reaper Rower commendation this season but I cannot get either of the commendations tied to the Devious Dinghy commendation, I have only seen one type of rowboat this season. Is it a bug or are the rowboats tied to Devious Dinghy harder to come by possibly?
