As of late we have trouble picking up merchant items from NPC's.
We have the mission to pick up things from an NPC but when we approach there is no prompt.
We thought it was just an Athena thing but we tried it with a Merchant Emissary too and had the issues again, which kind of sucks because that means we can't complete the mission. It's especially frustrating when doing an Athena run because you need to complete all of the missions in order to get the map for the chest of legends.
Is it a bug or something else?

Have you noticed a pattern as to who won’t give you the prompt? In the last few days I’ve picked up cargo from the shipwright, tavern lady, and senior trader on every outpost except Morrow’s Peak. I didn’t have any issues, but I also never went to anywhere to pick up cargo that wasn’t at an outpost.
If you’re seeing a pattern that it’s specific people, like the guy on shipwreck or the one on a sea post… it might be a bug to report.
