Where is Duke?

The latest update i can find on him says "Mermaids Hideaway" but hes not there.
Checked the small cave you can enter with ladder or swim to & also checked the Vault.
But hes no longer there.
Anyone knows where the hell he is?
Edit: Hes also not at lagoon of whispers with Umbra.
