Excluding potential damage from holes, though you start anchor down so it's unlikely your going to rub against a dock (anything is possible I suppose), the rate that water is added by storms is extremely slow. There's always a layer of water even if you bail, allowing you to bail indefinitely... but beyond that one layer of water....
There is literally no reason to bail "constantly".
Do people really think that you need to bail in a storm, practically at all?
Excluding holes... I drive through storms, park in storms and conduct voyages, have spawned in storms, etc... I don't think I've bailed from water accumulation perhaps one time, as a matter of NEED.
Sure, it's wise to check because "anything can happen" and small holes will surprise you.. but I really don't think storms need a single adjustment. Versus spawning into them, or otherwise.
Hell, I say make them more deadly...add potential whirlpools to them!
