As title states, by allowing people to earn these commendations and achievements within a single player world it belittles the efforts those of us have achieved them by doing them in the high seas with proper threats.
Commendations currently are a form of experience and time spent successfully eluding other ships threats to hand in those treasures or complete those achievements. If you allow people to just earn these sitting in a single player server with no threat than they become meaningless. They are no longer a bragging right or a sense of pride because it becomes easy to get and pretty much handed to you If you sit in single player long enough.
The level cap should be lower, and all commendations and achievements, maybe aside from tall tales should be exclusive to high seas. It won't be popular for the people that have been complaining about pve for however many years, but the true long term fans of this game understand, what type of game this is and how it is meant to be played, and its those you should be throwing a bone to right now.
You have said for years you would not buckle to pve servers and we have been behind you all the way. It's a pirate game with shared experiences at the heart of it. The content in game is there to drive those player on player interactions (not necessarily all fighting). I get you want a kind of tutorial introduction to the game, but make it just that. Enough content to give you a feel for pve aspects of the game and somewhere maybe for tall tales to be done safely and nothing more. The least you can now do after backtracking is not wipe the achievements of the current long term player base!
