I run a Rtx 2060 and a Ryzen 5 1600x oc´d up to 4ghz
On the max settings my Gpu goes to 40% and Cpu to 20 - 30%
The Fps average a 40 - 60.
Also lowering the settings doesnt improve the Fps on lowers the usage even more.

After sailing for a bit and watching my temps I see my GPU getting up to 170F*/76C* and using %80 on 3D in my task manager with 4 out of the 6GBs of video ram also being used. 7 of the 16gigs on my memory used. My CPU is only air cooled and OCed only to 3.7 getting %25 to %30 usage, both sticks of memory is OCed a bit and so is my GPU using MSI Afterburner.
Running on max settings and getting 70-90 FPS.
I have an RTX 2070 Super and a Ryzen 7 1700X and I still have issues on some islands (most notably Plunder Valley) where my FPS will drop significantly. I see similar performance stats to yours, running on all mythical.
I think this is an AMD issue. Although it's not utilising that much CPU, the CPU is still struggling to hit the frame time. It's not unique to SoT either, if you watch Digital Foundry, Alex Battaglia does a lot of testing with his 1700X rig and there are just a lot of games that don't like the Ryzen CPUs - I don't know if that's poor multithreading or what but it struggles with them even at low usage.
Dropping the shadows down a step can help, as that's the most CPU bound effect that the Ryzens have problems with - but, as you say, it doesn't make a huge difference.
Long story short; I know your pain and this is a Ryzen issue, it seems... sadly
Not sure whats happened but I'm getting about 150-170 in open seas now. Islands will do a number on max settings. The shadows and water I think.
