What happened to Gold Hoarder Voyages?

Just curious about a change I noticed that has been ongoing since the Black Powder update. It seems like the voyages you buy from the gold hoarders are borderline broken. I'm rank 40 with gold hoarders and I have not had a single voyage since the update so far (about 8 total now) where the voyage has not been completed after finding one chest. And the chest can be anywhere from a castaway's to a captain's. I've had several outings so far where I have actually lost money because the voyage charged me more that the profit I made from the one chest I got.
