A gradual cosmetic change to crews that cancel multiple voyages.
Make them look smelly, with flies or a green stink aura.
Separate the 'real' pirates from the cheesy ones.
Obviously not permanent but would fade over play sessions.

I have no problem with people cancelling voyages I think it would be a good way to include a cosmetic look.
It just happens to be that most if not all cheese methods include cancelling. Its the basis for cheese.
It is another alternative for offering better rewards for voyage completion, which has already been suggested.
Heck most pirates are smelly.
Also who sets the voyages? Surely the guys that give you the voyage in the first place want it to be completed. They must be annoyed with all those undiscovered treasures, unsettled vendettas and undelivered cargo. I would be.
Getting half way through a voyage of cargo and then disappearing with all the pigs is pretty salty in my book.
Some players would wear it with pride, others would frown on it.
