It appears since the splendid launch of season 18 kinda threw the ordinary messages in bottles into rarity. It does appears that the breath of the seas has become a rare thing as well.
8/10 times i only find the Smuggler ones and it's not reaaaaally that helpful. When i do find them its crates, digs or skulls that needs dealing with hah.
More than likely not intentional!
Maybe an extra little look at this to rebalance it to have hopefully the appearances of the deliveries for wood crates, food and cannon ball crates become a tad bit more frequent due to having any voyages for it.
