Yesterday I finally purchased my 15th ship, however the achievement has yet to be earned. Do I have to get them to legendary status first?

@europa4033 No, just buying 15 ships is enough. But the achievement tracking a bugged at the moment.
Just wait for 72 hours and if it hasn't unlocked by then, just raise a support ticket.
