The Sovereign emissary would work like reapers but would probably have a different effect when u hit 5 or it won’t just an idea. Also u wouldn’t appear on the map like the other 4 emissary’s.

This wouldn't work because the Sovereign are not an actual faction. They came from outside the Sea of thieves and were either sent by the Grand Maritime Union, or they are all ex members of the GMU. They operate as individuals and despise Reapers, so for them to operate like reapers would go against their own code.

This is an interesting assumption... The GMU is absolutely a faction in the canon, but due to the lore they can not: extract memories from captain skulls, generate treasure/riddle maps, or unlock chests. Really the only faction they can hope to buy out is the Merchant Alliance. That being said, there is absolutely no reason, mechanically, why they can't have an emissary flag and offer us emissary bonuses on all treasure we hand in to them. The issue is more lore based not mechanics: if they don't get a similar boost from the trading companies, then they're operating at a loss...
It has been pointed out in the past that what the Sovereigns offer us is a service. They will take our treasure and sell it to the appropriate trading company and ask nothing in return; they don't take a cut of the loot for the service. As the old saying goes, "if you're not paying for the product, then you're the product." What are they getting by way of us using them? They have essentially monopolized the handing in of loot from captained ships. I think this plot will come to a head sooner rather than later...
@lordqulex Their goal is a deal with the trading companies in exchange for Ancient Coins. Which could be used to make special ships that are able to pass through the shroud!
Either their directly working for the GMU to bring back enough Ancient Coins, So that the GMU's large fleets can invade the SoT.
OR
The Sovereigns are Ex-GMU member who wish to empower the pirates of SoT ( Their name would actually indicate some correlation to this as the meaning of Sovereignty is the authority of a state to govern itself ) So as their name would imply, they might have left the GMU in order to have more autonomy from the control of the Union.
Their goal might be to Empower us enough to be able to sail out of the SoT in mass to take back the seas outside the shroud to liberate it from the GMU and bring back the Sovereignty of all the Seas.
