We can get Legendary trinkets and skulls during PL voyages, but not Legendary cargo. Why is that? Legendary cargo should totally be a thing! It would incentivize PLs to actually keep (some) of the cargo!

I still don't understand why they didn't at least make delivering the cargo count towards leveling up your Athena Emissary. There's almost no reason to waste your time with the deliveries during an Athena Voyage. It just proves that the original Athena Voyage is such a poorly thought out and rubbish voyage.
Can't wait until the 21st when they become obsolete.

I know there are already PL Merchant items, but there isn't any PL cargo.

That's the basic idea, yes, but I was thinking about putting more of a spin (or risk) on it - for example, the plants would be a creeping vine that when placed on a ship will grow and lock up the sails, wheel, and anchor as they grow out of control (even faster when water floods the ship, or during rain) - they would need to be cut or burned off.

The bottles are explosive and the cloth has smallpox?
@galactic-geek that sounds really cool I had an idea for "phantom in a bottle" basically works like regular bottles but releases phantoms/phantom captains when destroyed.
