Do something with the Sea Dog Tavern in adventure.

The Arena location in the game is a "no one area" and cannot become an outpost because is too near of FOD and Reapers Hideout.

When Rare first announced the Arena, they said crews would be able to sail up to the tavern and enter Arena from Adventure this way.

This must've presented all sorts of unforseen difficulties because they scrapped that idea before the Arena debut. Likely server balance issues.

This is why the tavern looks like an unpopular restaurant in a strip mall.
