I imagine there might be a quest, mission, or tall tail, to acquire a pair of fins to swim a little faster..
I think it could be an item to be equipped, like a shovel, or a bucket, you would equip the fins to swim faster.

A talltale where you need to do cavediving in order to receive a special piece of treasure or tool you need to progress to the ultimate goal.
The cavediving is wired up in a way that a player can't hold his breath for long enough unless he has that item which makes him go faster.

Anyway I think this is definitely interesting. Instead of having them be feet I would suggest having them be on/in the players hands so there is somthing visual for the player to see when they are in use.
