Can't start the game. "api-ms-win-core-version-l1-1-1.dll" is missing.

I have bought the game today on Steam, but I can't launch it with error "api-ms-win-core-version-l1-1-1.dll is missing". Tried to download dll manually but it didn't help. vc_redist is up to date.
Windows 8.1 updated.
Can somebody help me with this issue?
