This discussion has been around for quite a while. Making a customisable flag can be a challenge to implement in the game. Especially a hand drawn one.
Upload an image can solve this.

I'm not sure which installment it was, I think it was Black Ops 2, but one of the Call of Duty games had a real big problem with swastikas showing up all over the place. I'm all for custom, but within limits I suppose.
I don't remember where, but there is a game where all upload images pass on a previous approval, and its made by the community. On xbox profile picture we use that. I think it's a bot, dunno.

@Lt-Swag-Johnson my idea uses presets to control content and keep it all true to the game. I provide an example of a type of flag creator that could be implemented in the game.
I really loved your idea, but i think it's has lotta limits...
So... There is a game called Top Gear Rally (N64), and in this game we can easily customize our car. I didn't find a video, but there is a screenshot. There is a "paintbrush" inside the game. Simple, but a good artist could do lotta good things.
