If I am not mistaken, the Windows 10 game files are encrypted on your file system and decrypted when the game launches. So it would be extremely difficult to modify and save the files, and more than likely a check is done on the integrity of these files before hand and would either fail to launch or at least be detected and possibly banned.
There are ways of reading and storing the stream of data while the game is running after decryption, but that is a one-way road and wouldn't help you either. It is also against the ToS and action could be taken against you as well.

The irony of Bethesda punishing modding (non-cheating variety), when they have been sponging off Modders for a bulk of their current IPs.
Exactly mate! Legit mods have always finished their games and made them shine. They have not just lost touch with their fans and community, they have lost touch with reality. Something many big devs seem to be suffering from lately.

You guys need to make more appearances on the forums! :) Theirs so much in the suggestions that it should be looked into for game developing :P
@kadaj1991 I am here all the time! I am not a Rare employee though so I don't have any input into the game. (which is probably a good thing!!)
Rare do read the feedback and suggestions though.
