While I understand the frustration., and I've been quite aggressive towards those with equally aggressive and accusatory tones in other Thread about suggesting PvE "Only" or Disabling Crossplay, etc.
The reason that I am is because of the unreasonable nature and tone.
In essence they don't want a discussion about WHAT they're upset about and potential solutions., but instead are just seeking for others to agree with their Demands that are by their nature entirely Selfish and Self-Serving with no regards for anyone else in the Community who doesn't agree with them.
A lot of this comes from the fact they're just Angry / Frustrated and want a Solution, without actually ever considering what their base Grievance actually is.
Because... if you don't know WHY you're angry, then how do you know that the Solution you're proposing will actually resolve it?
I've said this many times before, that this is a key problem with Social Interaction since the introduction of the Internet and the Social Media Age.
It was always much more difficult to dismiss someone out of hand when you're having a Face-to-Face discussion with them... compared to the more impersonal interactions of blocks of Text. It's why Long-Distance Diplomacy rarely (if ever) resolved anything unless both Parties were already willing and wishing to Reach an Agreement., instead days of Face-to-Face Negotiations (if not Weeks / Months / Years) would take place to really hammer out a Middle-Ground they were willing to meet at.

Consider this for a second.
What if there was a Rating System., something where all the Pirates (Players) on a Server were listed in say the Outpost Taverns and you could leave "Notes" about them.
These would of course be in-theme and predefined., like say "Blood Thirsty", "Unsavvy", "Back Stabber", "Rests on their Laurels", "Loose Cannon", "Blue Tongued"... now the Nice Counter-Parts to these could also exist.
These could have adjectives to describe how much you disliked said behaviour... so say "Somewhat", "Mostly", "Very" and "Grossly"; I don't know something along those lines.
Each of the Categories (Aggression, Griefing, Betrayal, Laziness, Unpredictability, Language), would have a Rating from -10 to +10 (Default 0.0) ... similar to Eve's Reputation System; but these figures would merely be Background for the Server and Matchmaking System.
A Wanted Posted of each Pirate on the Instance however could be viewed (also at the Taverns, or if they're exceptionally Notorious... i.e. -10 / +10 Players; even on Trees of Random Islands) where the Description procedurally generates based on their most Notorious Feature, but mentions say the Top 3.
This would serve as nice Flavour Text for each Player providing a bit of a Heads Up to the other Players on the Instance. Yet the Matchmaking System could use this Reputation to weight it in such a way that it's more likely you'll be on Servers with "Similar" Pirates.
I'm not suggesting there is no Chance of such., I think like Loot Drop Tables, it's never a guarantee that any Instance is Perfectly "Safe" or "Nice" ... but it would in essence result in the idea of High, Low, Null-Sec (which Eve Online has) without expressly creating a segmented community.
Yet, overtime these gradually reduce back to Neutral.
It could also be tied into the Crime & Punishment System (if / when) such a system is implemented., meaning that it wouldn't just be the Ratings from the other Pirates but also your own Actions that would add to such Reputations.
This to me would be a quite Elegant and Reasonable Solution.
If you don't like being in the Personal Hell of being "Shot on Sight"., then stop doing it to others and your Reputation will drop back down until you're more likely to be on Instances with Friendlier Players.
And as noted, if it's tied to what others Report about you and your Actions... well it makes it much more difficult to Game. No, Buying Farmed Tags to get back into High-Sec... you're instead going to have to be a more Pleasant Player.
Although one way I could potentially see would be groups like 4Chan or Reddit doing Community campaigns to lower everyone they come across... as such a workaround for this would be that the Aggregated Reputation is treated as the "Pirates Word"., where as it drops, it carries less Weight (beyond say -8.0 it's effectively "Worthless"); as such within said Tier of Notoriety "Actions speak louder than Words"
Grinding up to be Reputable would ultimately be too much effort for such campaigns to be worthwhile. Maybe during the initial launch of said a Feature, but as overtime the Actions of the players would balance out., and say your Reputation doesn't slowly shift towards Neutral if you don't have Xbox Live Gold.
Well I think that might be a good way to prevent such abuse.
