    Didn't they say that a mysterious stranger will find you and lead you to the hideout when you're high enough ranked for legendary status?

    best guess, its related to the three factions and eventually will offer a quest which will lead you to the pirate hideout

    The glowing eyes makes me suspect it's related to the live campaign that was teased, but there was also mention of a mysterious stranger as a kind of gatekeeper to legendary pirate status. Could go either way, we'll find out soon enough.
