Because Sea of Thieves requires full servers to function properly, the matchmaking system has a built-in "fallback" mechanism. If the game cannot find enough console and controller players to fill a server within a reasonable amount of time, it will place you into a standard crossplay lobby so you can actually play the game.
There is no way for us to verify whether we have encountered a PC player or not without adding the player as a friend and seeing whether the PC icon is displayed next to their gamer pic or not, they have to be appearing online for this. Disabling cross play from console and PC is not possible at present EVEN through x box console privacy settings it is not "guaranteed."
PC advantages are NOT just Keyboard and mouse:

Field of View (FoV): PC games typically offer sliders that let players increase their Field of View. A wider FoV allows players to see more of the battlefield at once, making it harder to be flanked.Hardware and Software Optimization: PCs allow users to tweak individual graphics settings, disable motion blur, and remove filters for a cleaner, higher-visibility environment.
System-Level Block: By going to your Xbox dashboard settings (Settings > Account > Privacy & online safety > Xbox privacy > View details & customize > Communication and multiplayer) and setting "You can join cross network play" to Block, your console is restricted to the Xbox Network.
The Loophole: This setting prevents you from matching with players on PlayStation or standalone PC platforms (like Steam or Epic Games). However, PC gamers playing via the official Xbox app (or Xbox Game Pass) are still technically using the Xbox Network, meaning they can slip through and end up in your restricted lobbies.
Make console only lobbies.
