Voyager of Lost Souls Commendation

So I'm trying to figure out what contributes to this commendation. With the current structure of voyages, what voyages qualify towards this? Seems like all of the skeleton crews and captains voyages don't add to the commendation value. Thanks for any info on this ... I know it's quite obscure, but I'm a bit of a completionist
