Add an option to disable HDR on console (PlayStation, Xbox)

The game's HDR implementation looks kind of bad and isn't tonemapped correctly. For instance, looking directly up into the daytime sky looks like a deep (almost dark) blue as opposed to the SDR pale blue of the actual sky. Rare should add an option to turn off HDR for users that don't like how it looks so that we don't have to disable HDR in the console settings (thereby disabling it for all other titles).
