Quest Table Quests are very low level

This is the new normal your quest loot and difficulty will always be the same depending on the 2 difficulties.

They will always be the same whether you are 75 or 500.
You can also find a 3rd level of basic Voyage which may be the most profitable which is the new Message In a Bottle Voyages that give the new kingly loot.

If you find Gold Hoarder Voyages too short and not worth the loot you should consider The Gold Hoarder Medley Voyage. This way you can get a group of islands in your area with 3 chests to dig up, Riddles with 2 Trinkets and also get additional trinkets from Gold Hoarder Skeletons AND dig up a Vault Key all at the same time if you happen to be on the right island.

Most Voyages now have 2 difficulties, using Gold Hoarder treasure hunts as an example:
-A treasure hunt for Pirates (Easy)
2 Chests on a small island.

-A treasure hunt for Captains (Hard)
3 Chests in a big island.

As far as I know the loot will always be the same no matter how many times you do it.

You can also do the quests in the Devils Roar for a higher loot value but the number of chests will be the same as its non-ashen counterpart.

@vaughnsilver gotcha. So to stack a boat with both loot and emissary you can dive to your first then would need to sail to each thereafter.

Yes or do a Medley Voyage which may or may not be more profitable.

EDIT: Medley Voyages are not optimal! The loot is not up to date and is worth very little for the time invested.
Just do basic Voyages or Raids with new loot.
