So Athena’s Fortune only really deals with pirates who are of legendary status, and only accepts treasures of equal legendary quality. I think this works and is reasonable, however I think there is opportunity to increase the treasures that classify as legendary that are already in the game. Notably Cursed Chests, Chests of Fortune, and Chests of Ancient Tributes.
For the cursed chests there are:
Chests of Sorrow - Related to the ancient siren kingdom; something that the Pirate Lord does have a interest in from several angles. (see “Who killed DeMarco” mystery)
Chests of Rage - As the Pirate Lord Has declared war on the Reapers, chests invoking the creation of ashen lords are probably of high value to Athena’s Fortune. (See Stitcher Jim in Heart of Fire tall tale)
Chests of 1000 Grogs - What pirate doesn’t love a functionally infinite source of Grog.
All of these I believe are valuable to Athena’s Fortune and would be nice if they would accept them. Especially considering the Pirate Lord already sells voyages to find cursed chests.
Beyond the Cursed Chests there are:
Chest of Ancient Tributes - Very Relevant to the mysteries of the past inhabitants of the Sea of Thieves, something the Pirate Lord is interested in.
Chests of Fortune - Chests found in Fortress’s otherwise almost completely full of Athena’s Fortune treasure. Weird that Athena’s Fortune doesn’t accept them.
I think it would greatly add depth to Athena’s Fortune if these chests were accepted by them. There are other items as well that may be worthy of legendary status, but ill leave it at this.

with veils someone can just run the first couple chapters on veils and get athena treasure more efficiently and quickly than farming the items listed.
pretty minimal risk if someone is rolling voyages and going about it that way.
My thought process isn't about difficulty to obtain but relevance in the lore/Athena's Fortune in general.
The ideal situation is, at least for world events, all trading companies have a reason to do them. Reaper's are high profile but can sell everything they get, and the other normal trade companies are more low profile and gives the player an easy way to get to level 5 emissary. My suggestion wouldn't fix all world events for Athena's Fortune, but would increase the world events that can be viable for Athena's Fortune crews.
When it comes to the lore aspect, its strange how some items with seemingly big implications for the lore are weirdly left out. Chests of Fortune are some of the most valuable treasures, yet don't have any lore reason for their unique value at all. Same with Chest of Ancient Tributes. Despite Athena's Fortune selling Ancient's-related cosmetics, they don't accept the one treasure we know comes from the Ancients. I think it would also give crews more reason to do Shrine Treasuries. They're not explored often and if they could help crews get to level 5 emissary with Athena's Fortune that'd be neat imo.
Lastly I think its just weird that Athena's Fortune sells a quest that doesn't give any loot related to Athena's Fortune, especially one that costs 75 doubloons. its not even a great doubloon-for-gold transaction.
