So we know SoT will never support gambling, I’m an avid “freedom” player as in im all for PvP when it arises but I don’t necessarily seek it out every time I’m on. I hate the idea of PvE servers. So why not make the upstairs on the tavern a safe place for captains kinda like the Brethren Court room (which was realistically not that safe). Like I said if you are pro freedom then we may have to give way a little to the role players and instead of giving them an entire server of PvE we can just give them a tiny breadcrumb of the world being the upstairs of the tavern. Maybe captains get an item choice like the bucket, shovel, compass, except it’s a password or key you present at the door kinda like how you play an instrument at the PL hideout entrance. This would not be non Euclidean, much like the pirate legend hideout (it would transport you to the upstairs you wouldn’t just walk in) that way captains can’t hoard treasure/exploit it’s purpose. Like I said I’m not an avid PvE player. I like delivering Merchant crates and plundering when need be. Who knows maybe this could be the bilge rat hideout?
