How will players earn commendations for selling raid exclusive treasure when they can no longer do the raids?

@d3adst1ck Yeah, I figured they might get added on an rng to CoF loot, but it's a thought that has been burrowing in my brain since the announcement.
As someone who just went through five barnacled dreads, six garrisons and I really don't know how many reaper forts for the last pristine scale I needed for the Wilds curse, it sounds like a looming nightmare. lol
