Currrntly there is no real reason to fly the Soverugn faction.. Then when you reach level 5 you are visible, again why? How about if you fly the Soverign faction, and you get an Alliance with another Soverign faction ship...you both get equal pay when cashing in loot. That would make it attractive.
How to fix the Sovereign faction.
No reason to fly it? That flag if the best flag to use if you do not have a plan when setting sail. The Guild Flag will not give you the highest bonus on the loot, but it will get you a bonus on EVERYTING. So the best all around flag for fort och skeleton ship farming as a an example.
No need to fix how it works.
