I've had this problem on my RTX card where it was constant, did the same things you did to no success, I even did a completely fresh Windows 10 install and everything.
Furthermore, SoT was the only game where I was having problems with this.
Game would randomly blackscreen/freeze and show that I needed to upgrade my Graphics card drivers (Even though they were).
What 100% worked for me was actually removing the old GPU drivers completely, and I don't mean just from Control Panel.
You want to download a program called DDU (Display Driver Uninstall) where it completely removes old drivers. Problem with only doing it from the control panel as stated above is that old drivers are still on there even though you may think it's not.
When you've downloaded the 100x Driver update for example there is corrupt memory that is still deep installed and present on the GPU, the new drivers just override it.
DDU basically factory resets your GPU on a clean slate and when you download new drivers it starts 100% fresh from there.
This could be your ticket, because at least for me I tried everything until I did the DDU trick and it worked.
Spend 1-3 hours researching DDU and what to do (it's not complicated) or waste constant days trying to apply 50 fixes which probably won't work.
