I think this is a huge problem to the sea of thieves game. It lacks new players due to the fact that random pvp boot lickers will sink a ship if it has nothing of value just for the “hell” of it. I consider this toxic. I always have this problem. I would have just finished a gold horde run and have nothing left when a random sloop will come by and sink my boat when nothin. Can be gained from it. The only thing to gain now a days is the emissary flags but the problem with that is people will sink the ship and take the flags without the reaper emissary and then go to the hideout and sell it afterwards. That loop hole needs patched. Rare needs to make it so the flag only drops with the reapers emissary allowing new players to see the threat on the map giving players who dont want combat a chance to see them coming before they know they are there.

sorry to hear your having a bad time with this, but its all part of the game. The very thing your complaining about, is the (in my humble opinion) the best part of the game. Its only the second game i have every played that makes me afraid, and i love it! if your wondering the other game was a racing game called juiced.
i would recommend that in the moment, just remember the only reason loot is in the game is to get new skins, no big deal. The trick is to have fun even when loosing.

I understand where you are coming from and sometimes it can get fustrating when you just spawn at the outpost, especially after you have just stocked it up!
But Sea of Thieves is built around the community which is what makes it difficult for them to fix this issue, the only way i see this being fixed is for a Reputation system.
For example: If you sink a ship with no treasure on then you gain low pirate honour, if you sink a ship full of treasure then you gain high pirate honour, that way it would encourage people to leave new starter ships and new beginners alone!
Also they could make it so that those who have max low honour get put into a server where they play with other low honour pirates and try and seperate those types of players!
but they could earn their honour back by playing the game the way it was meant to be played!
So you seem to be misunderstanding some facets of why you might attack another player, even if they have no loot on board.

Any player near you is a potential threat. Just because you know you don't want a fight doesn't mean that other crew knows it. If they themselves have something to lose it is probably best to take you out, loot or not.

You might have supplies that they want to take, as not all supplies are created equal. The best supplies are gained by getting out on the Seas, and so can't just be picked up on islands super easily in all cases. Many players also horde supplies so attacking them is having your pick of all the best stuff.

When they come in for the attack they probably don't know if you have loot on board so they may still very well be trying to obtain loot from you. Just cause you're at the Outpost doesn't mean you've already sold all the stuff.

Reapers get better rep for stolen loot - this means even non-emissary ships are a potential target to them. The flag is just the real juicy reward for them, which means of you elect to fly the flag you are putting a target on your back.

Why should a player be required to fly the Reaper to get your Emissary flag when every other Faction will also happily take things from you of you're not an Emissary? Why should this Faction be different in that respect. Not having the Reaper flag still makes it less valuable since you don't get the Tier Bonus when cashing it, just like cashing at any other Faction. Risk/Reward is the name of the game when you fly an Emissary, and you are never forced to do it.

Being in the mood for some action is a perfectly reasonable thing to initiate a PvP encounter with another crew. That is part and parcel with the game, and you have ways to get away from it. Be mindful of your surroundings, have your ship ready to flee at the drop of a sail (meaning don't anchor park places, that is a novice move, so work to get better), and if you're already in a spot with nothing to lose and really don't want to fight you can simply Scuttle and spawn elsewhere.
In the end, engaging in PvP in a game where PvP is one of the core facets of the game is never going to be viewed as toxic by the largest part of the player base - it is part of the intent of the game. If you elected to play a game with PvP, and more over engage with a system designed to increase the chances of PvP, but you don't want to engage with PvP you've made some glaring errors in your decisions.
Anyways, I hope you learn to appreciate what the game is and have some amazing adventures out there. If so, I'll no doubt see you on the Seas at some point (and may well try and rob you blind when I do, or maybe not, you honestly never know).

If you got the time the game is easy
You just play the odds and sail over and over. You sink a bunch you succeed a bunch
Servers are a mixed bag but they lean peaceful for a good chunk of time.
All you do is bet on yourself in an environment that rewards doing so. No complaints no worrying about what you consider to be toxic no wasted time.
The more people that play the better your odds are on any given server because there are heaps of new players and inexperienced and/or non-hostile players out there and you only need a few on your server to make it easy to get things done.
My motto out there has always been sink 4 times and sail 5 and it's got me to about every place I've ever wanted to go. It'll get you to where you want to go too.
Like said if people just attack you without insulting you or spawn camping you without no intend to sink your ship is not toxic. Anyway if you play alone then yes it can be difficult to be aware of your surroundings and can't check the horizon constantly at the crows nest all the time.
But I play mostly with a friend and I then just constantly scout and whenever we see a player we just don't go there. If we get chased we just go the direction with headwind since the sloop is the fastest in that state so we just waste their time while one of us bring the loot to an outpost with a rowboat if we have loot that is.
But by that I am not saying to avoid PvP at all, if somehow we do get caught by surprise we do fight to get some practice. Anyway so far the weeks i have played actually PvP counters only happen twice. Constantly scouting your surroundings and knowing the standard tricks of no anchor when visiting and island or outpost etc .And keeping a low profile like turning all the ships lamps off will decrease your change to be attacked by other players.
But if it does happen I do recommend to just try and fight back, since it is if you like it or not a part of the game.
