Nothing is confirmed. I wouldn't go around speculating that we're gonna get an empty year because of some rumors that the devs are busy porting the game. Besides: The articles talked about the port potentially coming "early 2024" - that would be so soon. We don't have time to have another content drought till then.
Additionally if a port is being worked on it doesn't have to be Rare making it themselves. They've already hired several other developers to help with SoT, if they wanted to make a port they could just hire a porting studio to make it. As far as I understand this isn't an uncommon practice.

I cant see Microsoft putting one of their newest IP's on a rival platform.
Sony wont be putting any their IP's on Xbox.
SoT is the kind of title that has the potential to drive new players to the platform for years to come. The only way it will end up on Playstation is via Gamepass and I cant see Sony letting that happen.

Two journalists (at least one of whom seems to be known for game leaks) probably independently from each other released articles about this supposed Playstation port.
Personally I don't believe it would happen either, but with these two independent sources it's highly unlikely that there wouldn't be any truth to the whole situation.
So at the very least I would say the idea was probably floated around within Microsoft and I also wouldn't be surprised if they did a feasibility analysis of sorts.
I would guess that stuffs like this happens frequently in the Gaming industry: One company asks another if they could work together, make a deal of some kind, but nothing ever comes of it so we as consumers also never hear of it except for the occasional leak, like this.

The news around gaming recently has literally been about Microsoft wanting to branch out Gamepass to other platforms which includes Playstation...
@ix-indi-xi GamePass which is probably cloud gaming as I cannot see Sony allowing a GamePass app on Playstation.

If Microsoft got on board with Nintendo and fully integrated GamePass into the Switch 2 both companies would make so much money. Xbox owners would buy it for the GamePass support and Nintendo would have a new audience to sell games to.
Never in my life I would've believed this, but it's being shared by enough reputable sources to assume it's likely true or close enough to the truth.
Makes no difference to me, but it's certainly a far cry from the once immutable reality console war veterans are used to.
It'd certainly mean more players, Sony is struggling to figure out online service titles, and god knows Rare's sensibilities will always have a strong connection with Nintendo's audience (if the Switch port rumor turns out to be true as well). So in a way it'd make sense, even when everything else says it doesn't.
