The Shrouded Ghost should only spawn in the fog, making the encounter a lot more atmospheric, more of a challenge to kill but also making it a bit easier to find as you can actively seek it out.

@icullenn I've figured out how to guarantee a spawn on almost everything , shrouded one is still a mystery. I still feel its just a low spawn rate, cpl million sailed since update , still no sighting.

May be why you get 50 Dubloons for defeating it due to the difficulty of surviving the shroud eating your ship?
Maybe you need to get it to spawn in the shroud and lead it back in bounds and fight it?
I spent some time skirting in and out of the shroud, in a fog bank no less. Nothing. I did find a YouTube video of a crew that found and defeated a Shrouded Ghost. It seems to simply be a random spawn, just incredibly rare.
