Skeleton lords in the Devil's roar?
What do you mean skeleton lords? If you mean Order of Souls quests then the 1 outpost in Devil's Roar will give voyages for that region only. If you mean like actual bosses, e.g. fighting Captain Flameheart or Captain Warsmith, I imagine we'll end up fighting them at the end of the story campaign that should come along with the region.
@personalc0ffee From what I've heard, the basic story behind Forsaken Shores is that Warsmith is called to Devil's Roar by Flameheart, so we'll probably end up fighting 1 or the other during the story.

She's a skeleton. Skeletons are Un-dead. I wonder just how many times the different Order of Souls bosses have been killed?
