ALL the cosmetics are currently available in the game right now and will remain available during the whole event.
There are a few weekly commendations which require you to be in the right week, so the first week is nearly over so you will not be able to finish those commendations after this weeks patch/server maintenance.

I know there will be people that are still to do one or two battles so definitely worth posting this week! There are a few doubloons at stake!

No worries, many forumers (me included I suppose) rush to get this information into yours and other members' hands as soon as possible. And, as such, end up posting this faster than any official post could be.
I hope that makes sense, the people you mention above would never post the news here anyway... that's what our lovely Community Manager @khaleesibot is here for :)
From my understanding, it will still be the same four-hour slots, beginning from 00:00 UTC. The difference is that the regions will be rotated around, so it will not be The Shores of Plenty @ 00:00 and 12:00 UTC each day.
I don't think we know next whether it will be The Wilds or Ancient Isles that will take its place but whichever it is, in week three, it should be the other.
Thus, if you log on each day at around the same time, you will have always found the same region being attacked by the skeleton ships. Over the next two weeks, you will find the other regions attacked.

Thanks, i guess we will just have to wait and see what the rotation will be, at least i can figure out week 3 when we know this weeks battle times. If we can get our hooks ona definitive schedule, that would be awesome, im keeping the guys in our AU/NZ group posted with IRL times to make it easier for them to schedule play time.

Tuesday:
22:00 Get escorted out of yet another tavern.
22:15 Stagger to dock and wait for uber sloop to arrive.
22:16 Fall into sea.
23:45 Manage to climb ladder back onto dock.
23:48 Mistaken gunsmith for pizza hut and stagger over to it.
23:56 Curse uber sloop driver for not waiting for me to return to dock.
Wednesday:
Rinse and repeat.
