The 'reach' issue likely has more to do with unnoticed latency errors. I have reported a possible cheat but it was agreed that the likelier truth was internet latency related.
I've since moved on an had the same issue in PvP.
It's gotten to the point where PvP actually intimidates me - not because I reek so bad (not that I am flaunting either or anything) but because I'll obliterate someone with several full hits and gun shots (EoR) even sword lunges to follow.... no banana breaks from the enemy... and they'll three swipe kill me or some other silliness.
And the best answer I have is latency. (My ping averages 70)

So with skeletons, same thing. The server thinks your one place.. the visual you recieve thinks your somewhere else.. the effect ? It appears they have incredible range.
It needs be corrected, I blame Rare more than customers, regarding latency... mostly because we've seen how giving someone a banana killed the world! Clearly there are more working bugs than we likely perceive.
Regarding 'walking through you" that has annoyed me since the dawn of time. Collision detection and camera settings should keep targets locked at a fists pace from you. But due to camera angles and field of View and 1st person forced... the appearance is that the enemy is literally standing ON YOU...
I've hated that about a wide variety of games. Players don't entirely pass through one another, but there is room to sort of shoulder through... that space is rather needed otherwise idiots do things like block doors and quest guys.
It's not tragic regarding the collision of players in SoT - even if I personally would finer tune it...
But skeletons? I'm right with you - they really do stand "behind the camera eye" and it drives me nutz.
