I was having this problem much like many other fellow gamers. Windows store wouldn't install the game.
THIS SOLUTION IS FOR THOSE WHO HAVE POWER ISO OR SIMILAR INSTALLED.
I dug around and found out a lot of gamers on Gears of War discovered this same issue with their machines years ago. They found the one thing a lot of them had in common, is that they all had PowerISO. This, or any similar drive mounting software somehow was causing the issue with Windows store. Remove the software, restart and Windows Store will install. I've done it myself today and it finally worked.
Originally my solution was to restart the computer a billion times until it worked. This system seemed far more efficient. I hope this solves the mystery for some of you.
