3 times, on 2 different islands, I have been unable to get the skeletons to start spawning to complete the quest. I go where the music is loudest but nothing happens. Anyone else have this problem? And, if so, is Rare aware?

Yes, I've experienced this once (before the big update) and I reported it to Rare. Not heard anything back though.
It's important that if anyone experiences a bug that they report it to Rare. Not referring to the OP specifically, but I see so many posts here from players experiencing bugs, but they don't say if they reported them or not. Rare isn't going to fix anything they're not aware needs fixing. If I'm the only one who reported this specific bug, they may just think it was 'player error' and not look into it.
Go to support.seaofthieves.com and report any bugs you find.

Rare is aware of this problem and has posted a temporary possible solution; Moving outside of the islands load radius and then back in (far enough away that it gives you the island intro again, showing the name on your screen). This can get the skeletons to spawn.
If this doesn't work for you, the best way to deal with it (until it's patched) is to simply abandon the voyage and move on to another one.
