Adding new naval PvE material

Sea of Thieves while retaining its iconic nature should add more PvE elements, like adding an enemy navy of living NPC's to combat you. Taking inspo from games like Assassins Creed Black Flag, which has alot of naval PvE elements evidently. Adding this element to the game would allow more seasonal events having to do with the POTC storyline, the East India Trading Company, or a spanish navy as well. Having these NPC's present will allow for many more opportunities for larger naval battles, more frequent naval battles, and the ability to ally with factions as a privateer, or a rogue pirate. Doing this will add a larger variety of things to do in a naval aspect while retaining the nature of sea of thieves.
