The only way this idea can work without looking messy is if it's specifically tied to a costume where the weapons you have equipped appear attached on it and the animation of taking out your weapon is changed to be specific to that costume.
Yep, no one-size-fits-all solution here. They shouldn't just pick a spot on a player model and call it a day. Different body types, all the different types of clothes (and combinations, like only shirt, or shirt+jacket, belt off/on, and all the costumes, etc).
They'd need to edit almost every single model to avoid clipping, which I sadly doubt they'll ever do. Way too many cosmetics and combinations in the game.
Sure, they could just put an approximate offset on a character hip position, but would it really look good? If I saw a sword levitating 5 inches away from a character's hip, that would just look bad and sloppy to me.
TL:DR - shame that the game wasn't already created with this feature, though I just cannot see this getting implemented after so many years.
