Ai Faction Ships

I'm pretty sure they have stated that it will only be skelly ships with their models and everything else will be actual players.

BUT

I think they should somehow get phantoms on skelly boats or something. That would be cool to see.

@rotten-rocko while i personally only play on high seas, i think this would be great for safer seas as well and new players on high seas. I think it also adds some life to the seas. I also don't see many merchants on the seas and when I do, they don't have much of anything.

I don't know that something like this could come to the game but I do think there needs to be more sources of emissary flags. It's hard to find all of them often enough. No one flies OoS anymore
