New Ways to Get Barnacle Chests

Shipwrecks (best), Skelly Ships (Not even Fleets), Washed up on shores.

@iced1orb1t sunken ships is another method, albeit not a great one. It would be cool to have a new Voyage that has us searching marked shipwrecks and stashes of treasure under the water next to islands for barnacled treasure with 1-4 barnacle chests and add some new barnacle treasure.

I still see skelly fleets fairly frequently. Bear in mind the burning blade as a new world event likely has a higher spawn rate which will return to normal next season

@thamb0 your idea of a quest to shipwrecks is good, that would be kinda cool.
