Internet speed is only a (small) part of ping, most important is the routing and the routing usually is decided by your specific ISP.

SoT is hosted in Microsoft Azure Data Centers, UAE has two hosting locations. North and Central however the question then is if that region has enough players to have actual sot servers running. Might get routed to asian servers.

Vpns dont add speed, they can only help by forcing specific regions which might have a small impact on ping, however it in itself adds extra routing steps so might be a 2 steps forward 1 step back situation.

Also, with sot you will never have less then an avg of 30ms ping
