there should be NPC merchant ships that follow trade routes, you should be able to pillage and raid these ships. Aswell as be able to see them docked at outpost. They should carry mid-range treasure. There should also be a feature where you can swing from ship to ship on rope, while your first-mate pilots.

Aye I totally agree something added to the game for players to do sea forts is something but merchant ships is something that needs to be done.
This sound fun ! actually, they can sail on the actual merchant trading route and offer more opportunity/commandations like new merchant loot or else since once you have done stealing/selling all the crates for the trading route no one is doing it again ever, i like the fact the route change every week or so but if you add npc ship hell yeah i'm doing it again !
I agree, basically, everything for new players is hand-to-hand based, with the only real naval challenges coming 25 levels into Order of Souls, an event that is a significantly harder version of that, and then skelly fleets that are of a similar challenge. I think something like ships you can raid would help to bridge that gap a little bit. It could be themed around the GMU too.

I would say they should carry commodity crates, since those are basicly the trade routes? And if you steal those crates it counts as stolen for that commendation (since almost nobody is doing them anymore).
I love all this enthusiasm. Perhaps armadas or fleets would follow "royal routes" that would carry treasure for far way kingdoms. Another idea that is kind of kinda ludicrous, is having a massive Ship (Let's call it the capital ship), working for a faraway kingdom that could carry millions worth of treasure. But the goal is not for the player to sink the Capital Ship. it is to board it, slaughter it's sailors or make them be NPC sailors for you, and take control of the Capital ship. Then they return to a port and drop of their booty. But the thing is, there is only one Capital Ship at a time. So having it is a high-risk high-reward kind of thing. And everyone is trying to take it. But don't doubt the Capital Ship, it is heavily armed, hard to sink, and has 16(ish) NPC sailors helping you out. But the creme of the crop is... it only comes around once every weekend. So be sure to plan your attack with your sailors, nab the Capital Ship, and collect it's booty.
