After reconsidering I don't really know whether this would actually be a good idea or not so it's up to you to figure it out.
I thought of this concept when really tired of Letters of Marque. Basically what it would do is it would ensure a reward for PvP whether the crew has loot or not.
How it works is rather simple, Letters of Marque are ordered from the Sovereigns towards any random ship on the map. It is a privilege to captained ships only. First step is to find them, only information given is the region they're in. Once found all you have to do is sink them and an item playing as evidence comes up, once brought back to the sovereigns you are rewarded accordingly.
Now I can see how this could maybe be used as an exploit and that's why I'm unsure. I want it to be rewarding but not overpowered either, just enough to keep players engaged. I don't wish for the Sovereigns to become a trading-company-friendly version of the Reapers therefore you do not gain any commendation, reputation or anything else from the Sovereigns. What the piece of evidence could be? That I don't know yet either... This is in some way the bounty hunter feature people have already requested in the past, but I can't say for certain whether this is the developers really want from the Sovereigns as we know close to nothing from their intentions and what is to become of them.
That's my detailed idea, up to you to discuss it.
